Strange Super Street Fighter II Cart.

I've had this for quite a while, it's Super Street Fighter II for SNES with the japanese rom on it. I've opened it up and it has the same board as a "normal" Super Street Fighter II. 

 This is a video of the cartridge in question I made a while back. It's pretty crappy quality, but it would be cool to get some insight on it, I've been thinking some one swapped out the board a long time ago for the SFC version,  I've yet to see the SFC version of the board to compare the two. if anyone has one and would like to upload a picture for me, that'd be great!

I've spent a good deal of time looking it up with no results, even e-mailed Capcom about it (You can guess how that went) 
asked some fellow collectors at a convention, nothing. showed some of the retro game stores in the area, they said they've seen nothing like it before.

Im pretty sure I saw a thread about this kinds of errors, but it idk if it was for the Super version, I think it was for the Turbo version, but they included links to reference and repairs.

I've been thinking, don't some games have dual language support? I've seen some Megadrive/Genesis games that you can switch the region on the system and it will switch the language, could Super Street Fighter II be one of these?

It's a known error, i have one with the same problem.

I have seen these before ,their pretty rare carts like the Super Mario all Stars Debug carts .I like to call them "error" carts.Their pretty cool to have ,their good conversation pieces.

The "board" between both regions is the exact same PCB. Only the MaskROM is different. It's doubtful that it came from the factory that way. While lots of oddities can happen, it seems very unlikely. Usually there is only speculation on carts with odd things going on. If the label looks non-original it's possible someone just swapped the cheaper Japanese version into a US cart shell.

No. SNES or N64 games can't identify the system in that way. They share region for US / Japan / Korea.

While the mod does work on NTSC Gamecube, region code means it alone shouldn't switch language of Starfox Adventures NTSC discs. (I don't currently own the game or a working region switch system to run tests)

Hey I have the same problem! My brother got me this game from Funcoland (remember them?) for my birthday several years ago. I went to the options to turn down the difficulty because I blow at fighters and it was all in what I assume is Japanese! I figured it was just some sort of option that was turned on but was never able to fix it! I'm glad I found this, now I'm going to for sure hang on to it!
